The Champion Within
Speaker: Cary Mullen
Opening General Session, Sunday, April 27

On January 6, 1997, Cary Mullen from Calgary, Alberta captivated eyes around the globe by skiing 151.5 kilometers per hour (about 100 mph) down the slopes of Hahnenham in Kitzbuhel, Austria. Cary had just set a new record for the fastest skier in the world; a record he still holds today. A 10-year member of the Canadian National Ski Team and a 1994 World Cup Champion in downhill, Cary was not new to skiing glory, nor to the other side of fame. His setbacks, his drive, and his goal orientation all make for an electrifying story.

Let's face it. Our communities are growing and the public and elected officials are expecting you to deliver the same level of service or better with one caveat. Do it, and do it with less money, staff, and equipment. Your crews are covering more ground and have less time to do it in. In this face-to-face “talk show” style session, a panel of public works and winter operations leaders will give you the low-down on how they are meeting this challenge. Come prepared, as this interactive session will give you ample time to ask questions.

Closing General Session, Tuesday, April 29

Taking care of winter roads can be challenging, stimulating, and gratifying, but it can also wear you down. Balancing the eternal guessing game of “What is the weather going to do?” “When should I send the crews out?” “What road treatment to use?” takes a toll on the best of us. This session will lift you up, make you laugh, and share practical insight into everyday living. Drawing on his experiences as a father, school teacher and triathlon competitor, Murray Banks' message will help you balance the intensity of your work by showing simple ways to reach better physical health, a more positive outlook, and how to save time for essential fun and humor in each day.

Technical Tour — Quebec City Snow Operations

This year's technical tour is included as a part of the Snow Conference educational program — there is no additional cost to participate. Please check the box on your registration form if you plan to participate, so that we can plan for the correct number of buses. The tour will visit an “artificial glacier” snow disposal site and one of Quebec City's operations facilities.

The City of Quebec is a real winter city, receiving an average of 11 feet of snow per year, where the weather varies from one location in the city to another, and where the temperature can drop from +37 degrees F to -5 degrees F in a matter of hours. Snow removal operations present many challenges. The city's public works department is responsible to clear more than 1,500 miles of streets (plus sidewalks), and carry approximately 7 million cubic yards of snow to 13 different snow disposal sites that respect environmental regulations and can receive up to 425 trucks per hour. There are also challenges in dealing with the design of a city that has a lot of hills and narrow streets, and protecting the unique infrastructures that make Quebec City a world historical site.

This technical tour will take you to the Henri-Bourassa artificial glacier, Quebec City's most used snow disposal site, with 1.5 million cubic yards of snow dumped here on an average winter. You will learn the techniques used to manage the snow and maximize the capacity of the site, and how the water from the melting snow is clarified from pollutants before going into the river. After the snow dump site, the technical tour will visit one of Quebec City's public works operations facilities, where you will be able to see the variety of winter equipment used by the city.

The Quebec Chapter and Touristicom are offering optional tours on Saturday and Sunday, and a Monday evening dinner cruise on the Saint Lawrence River. Separate registration and fees required. One-Day Registration
