Plan would turn driver's license into national ID card

The American Association of Motor Vehicle Administrators is proposing a plan to link all driver's license databases nationwide in conjunction with high-tech forgery-proof ID cards. This would, in effect, create a national ID system.

The plan was partly prompted by the discovery that some of the Sept. 11 hijackers had fraudulently obtained driver's licenses.
